On April 13, 2023, according to the draft law «On amendments and additions to some legislative acts of the Republic of Kazakhstan on administrative reform» adopted on March 16, 2023 at the Plenary session of the Senate of the Parliament of the Republic of Kazakhstan, the Ministry of Energy of the Republic of Kazakhstan held a working meeting with the subjects of the wholesale electricity market on the introduction of the mechanism of a Single buyer of electric energy and the launch of a balancing market at the site of JSC «KOREM».

The meeting was attended by representatives of the Ministry of Energy of the Republic of Kazakhstan, JSC «KEGOC», JSC «Samruk-Energo», JSC «TTEGC», JSC «Alatau light Company», LLP «RFC for Renewable Energy», LLP «AlmatyEnergoSbyt», LLP «Zhetysu Energotrade», ASSOCIATION OF LEGAL ENTITIES «KEPA», as well as management and employees of JSC «KOREM».

The following issues were discussed on the agenda:

• receipt by KEGOC JSC of the tariff for the service for the use of the national electric grid until July 1, 2023;
• changes in the level of tariffs of  JSC «KEGOC» relative to the current ones;
• the possibility of ESO to apply for an increase in the tariff from July 1, 2023, taking into account the projected costs of BEM;
• about the methodology for determining the balancing allowance;
• the principle of applying the hourly rate to marginal tariffs;
• the current status of the Rules of the wholesale market with a Single buyer;
• about the payment procedure for a guaranteed electricity supplier to a Single buyer;
• the possibility of the ESO – Guaranteeing electricity supplier to declare operational adjustments to the daily schedule;
• about the work of wholesale electricity market subjects on BRE without ASMAE;
• about the order of activity of the balance Provider;
• determination of the forecast price of a Single buyer, which will serve as an indicator for all for the formation of REC and ESO tariffs.

During the meeting, the subjects of the wholesale electricity market spoke in detail about the problems and risks that may arise with the introduction of the mechanism of a Single Buyer and BEM. The meeting was held in a question-and-answer format with a joint discussion of the main issues with the launch of the mechanism. In turn, the Ministry listened to all the questions and provided answers to them. On some issues, the state body noted the need to study them.
