Labor regulations and motivation system of employees of JSC «KOREM»

On February 21, 2023, a seminar on «Labor Regulations» was held for employees of JSC «KOREM» (hereinafter - the Company). The lecturer was the head of the HR service of the Company Umirzakova A.A. The seminar was attended by the entire staff and management of the Company.

The issues of legal regulation of internal labor regulations in the Company, the basic rights and obligations of employees and the employer are considered, the basic concepts of labor discipline, working hours and workplace of employees, the basis for the application of disciplinary responsibility, types of disciplinary penalties, as well as methods of incentives and social guarantees for employees of the Company are given.

In accordance with Article 63 of the Labor Code of the Republic of Kazakhstan (hereinafter - the Labor Code of the Republic of Kazakhstan), by Order of the Chairman of the Management Board No. 65–OD dated June 10, 2022, the Company approved the Rules of the Labor Regulations of Employees of JSC «KOREM» (hereinafter - the Labor Regulations).

The labor regulations are an internal regulatory document of the Company, which includes a fairly wide range of issues, thanks to which this document is aimed at effectively regulating relations between the employer and employees, as well as between the employees themselves. These Rules are aimed at strengthening labor discipline, establishing working hours and its rational use, employees' rest time, conditions for ensuring labor discipline and other issues of regulating labor relations, which are mandatory for both employees and the employer.

The seminar drew the attention of the participants to the concept of «working time», «rest time», «workplace», «labor discipline», as well as the rules of etiquette in open-space.

We considered the issues of punishment as motivation, since it is a method of influencing a particular employee and prevents such actions among his colleagues. In a word: «punishing one employee for labor misconduct, other employees are encouraged not to violate the established rules.» As already known, the employer has the right to bring employees to disciplinary responsibility if the latter violates labor discipline. The main reasons for bringing employees to disciplinary responsibility are systematic lateness, absence from the workplace, non-fulfillment of assigned duties, etc.

According to the analysis carried out over the past three years, 1 employee per year is brought to disciplinary responsibility in the Company.

Thus, penalties are preventive in nature and help to prevent illegal actions of employees and their negligent attitude to work.

In the final part of the seminar, the participants got acquainted with the system of incentives and social guarantees for the Company's employees, namely: our company provides bonuses, payment of health benefits, financial assistance, provision of medical insurance in case of illness. Also, one of the forms of individual motivation is awarding the Company's employees with awards and diplomas of the Ministry of Energy of the Republic of Kazakhstan, the Company's management, as well as the «Kazakhstan Electric Power Association» on the occasion of the professional holiday «Energy Day».
