Organization and conduct of Reneweble Energy Projects (RES) auctions

In order to establish the legal and economic framework for the development of renewable energy sources (RES), enhance the country's energy security, attract investment into the renewable energy sector, provide state support for renewable energy projects, and reduce the environmental impact of the energy industry, the Law of the Republic of Kazakhstan No. 165-IV dated July 4, 2009, "On Supporting the Use of Renewable Energy Sources" was adopted.

In accordance with the Law, renewable energy sources are energy sources that are continuously replenished through natural processes. These include solar energy, wind energy, the hydrodynamic energy of water, geothermal energy (heat from the ground, surface water, and groundwater), as well as anthropogenic sources of primary energy resources, including municipal waste, biomass, biogas, and other types of fuel derived from waste and used for the generation of electrical and/or thermal energy.

In furtherance of the provisions of this Law, Order  466 of the Minister of Energy of the Republic of Kazakhstan dated December 21, 2017 approved the Rules for organization and conduct of auction bidding, including qualification requirements for auction participants, the content and procedure for submitting an application, types of financial security of an application for participation in the auction and conditions for their submission and return, the procedure for summarizing and determining winners.

The transition to green energy is one of the priority areas of the state policy of the Republic of Kazakhstan, aimed at strengthening the country's energy independence, ensuring sustainable economic development, improving environmental safety, and modernizing the energy sector.

Renewable Energy Sources (RES) project auctions serve as a key mechanism for implementing the state policy in the field of renewable energy by ensuring a transparent, competitive, and efficient selection of investment projects.

Auction organization and administration services

As the auction organizer, KOREM JSC provides auction organization and administration services, which include:

  • registration of auction participants;
  • organization and conduct of Renewable Energy Sources (RES) project auctions;
  • training and instruction for auction participants' trading operators on the use of the electronic trading system;
  • ensuring the uninterrupted operation of the electronic trading system during the auction process.

Cost of services

The services provided by KOREM JSC for organizing and conducting auctions are paid by auction participants depending on the installed capacity of the project:

  • Micro-generation (from 0.1 MW to 1 MW) – KZT 499,603 (excluding VAT);
  • Small-scale generation (from 1 MW to 10 MW, inclusive) – KZT 749,404 (excluding VAT);
  • Large-scale generation (over 10 MW) – KZT 2,200,000 (excluding VAT).
