An online seminar on the organization and conduct of renewable energy auctions in Kazakhstan was held at the «KOREM» JSC site
On May 2-3, 2024, an online seminar on the organization and conduct of auctions for the selection of projects for the construction of hydroelectric power plants and wind farms in the Republic of Kazakhstan was held at the «KOREM» JSC site.
The seminar was organized with the joint participation of the Ministry of Energy of the Republic of Kazakhstan, LLP «Settlement and Financial Center for Renewable Energy Support», JSC «NC «KAZAKH INVEST» and the auction organizer JSC «KOREM».
The two-day seminar was attended by over 40 participants in total. With the possibility of using simultaneous translation for foreign participants.
The purpose of the webinar is to clarify the system of organizing and conducting auctions for the selection of renewable energy projects in the Republic of Kazakhstan, taking into account changes in existing regulatory legal acts.
Alexander Ten, the moderator of the seminar, the chief manager – head of the sector of JSC «Kazakhstan electricity and power market operator», made a welcoming speech. The moderator welcomed all the participants of the seminar and expressed gratitude to the USAID project «Energy of Central Asia» for providing constant support in conducting renewable energy auctions, including today's seminar.
It is important to note that, as part of its assistance, the USAID «Central Asian Energy» project is currently updating the Investor's Guide for the Implementation of Renewable Energy Projects in Kazakhstan and it will be publicly available in the near future.
According to the seminar program, four reports were presented:
- Development of renewable energy sources in the Republic of Kazakhstan (Ministry of Energy of the Republic of Kazakhstan);
- Auctions: Renewable energy sources (JSC «KOREM»);
- Financial support for RES auctions («RFC RES Support» LLP);
- State support for investment activities (JSC «NC «KAZAKH INVEST»).
The first report was made by the Head of the Department of Renewable Energy Development of the Ministry of Energy of the Republic of Kazakhstan Sultan Dukenbayev. He outlined the industry's performance in the previous year. He briefly spoke about the results of the auction in 2023 and about the existing measures to support renewable energy in Kazakhstan.
Next, Alexander Ten, the Chief Manager and Head of the sector of «KOREM» JSC, made a presentation on the topic «Auction auctions: Renewable energy sources».
Alexander Ten began his report with the history of renewable energy development in Kazakhstan, on the registration procedure in the trading system, and also elaborated on the schedule of auction auctions for renewable energy for the current year and recalled that from June 10, auction auctions for the selection of projects for the construction of hydroelectric power plants and wind farms, registration for which is now open.
The chief manager of the RES department of LLP «Settlement and Financial Center for RES Support» Usenov Rufat, made a presentation on the topic: «Financial support for RES auctions». He informed about the need for financial support by auction participants, their types, conditions of return, retention, and outlined the key obligations of the parties to the agreement (PPA).
Tomiris Ungubayeva, Manager of «KAZAKH INVEST» National Company» JSC, in her speech spoke about the instruments of state support for investment activities in Kazakhstan, the types and conditions of investment projects and the available investment preferences.
The participants of the videoconference took an active part in the Q&A session, receiving explanatory answers to all questions of interest.
